Safeguarding in the state sector

Around 2,800 members of Akava Special Branches are employed by the State. Members in the State sector work predominantly in specialist and supervisory positions in public administration.

About one-third of members employed by the State work in administration at universities and in the Ministry of Education and its agencies.

The Negotiation Organisation for Public Sector Professionals JUKO, of which Akava Special Branches is a member, negotiates and approves the main collective agreement for civil servants at central level that applies to pay, working hours and other terms and conditions of employment relationships of members employed by the State.

Information about the collective agreement and guidelines on its application are available on the Ministry of Finance website at www.vm.fi.

Collective agreements that apply specifically to an agency are negotiated and approved primarily within the agency. The local JUKO shop steward enters into negotiations on behalf of the union’s members. The shop steward also negotiates salary problems of individual members at the workplace. The agreements for the agencies are available on the State Treasury link at www.valtiokonttori.fi.
